The problem of meaning in DAI systems is examined in some depth. Agents in DAI systems communicate by exchanging messages, as well as by sensing and acting upon their environment, although message exchange is the focus of the current argument. The problem for such systems is that of determining the meaning of the message and acting upon it in a way that displays understanding. The current analysis centres on the grounds on which meanings can be ascribed by agents to each other. After considering the role of context and expectation, private states are examined : the conclusion that is drawn is that internal states undermine meanings and that other factors must be brought into play when deciding upon the meaning of messages and the understanding of agents.
